					<description>I'm doing a paper on this subject.. that is, free-ranging vs restrained dogs.  I do think that dogs who are isolated for most of the day and never get to run around properly need a better life, and I am fairly certain that there's not a human alive who can walk(or run) a border collie out of energy.

Also, indoor dogs tend to be more poorly socialized and aggressive towards other dogs.  Stray dogs often have much better manners towards humans and animals than owned dogs, simply because it's easier to survive if you're well-mannered.  

Of course, weighing that against the not getting vet care and the likelihood of being killed by cars or humans makes it a very complex issue.  I do agree that no owned dog should be an &quot;outside&quot; dog.  Dogs should be with their people!
